City-owned low-cost grocery store

Background and context (including, if applicable, where this idea came from):
This idea came from a conversation with high school youth at Sisters Unchained while sharing the challenges to finding affordable groceries. People shared that their families travel far to get to Walmart for the lower prices, so having a grocery store with low prices nearby would make a big difference.

Proposal (including what specifically the money would be spent on):
Opening a new grocery store with lower costs. The city could give the grocery store money so it makes the groceries cheaper for shoppers.

Proposal cost:
Would need to research how much it costs to open a grocery store and how much it would cost annually to get prices down to Walmart/Costco level.

City Department that would implement it (if known):
Office of Food Justice and probably Economic Development
